For  learners, The QuILTSS Institute is your way of earning college credit for required work-based training and development.

Earn College Credits

The twelve courses in the workforce development program have all been designed to allow you to earn college credits as you successfully complete the courses. In as little as one-year, you could earn up to 18 college credits and a post-secondary Long-Term Care Certificate. 


The competency courses below reflect the groupings of courses, which should be taken simultaneously, and the number of credit hours earned:

Semester #1

Person-Centered Practices – 2 credits

Evaluation & Observation – 2 credits 

Communication – 1 credit

Professionalism & Ethics – 1 credit

Total credits earned for Semester #1 – 6 credits

Semester #2

Community Inclusion & Networking – 2 credits

Community Living Skills & Supports – 2 credits

Empowerment & Advocacy – 1 credit

Health & Wellness – 1 credit

Total credits earned for Semester #2 – 6 credits

Semester #3

Crisis Prevention & Intervention – 2 credits

Cultural Competency – 2 credits

Education, Training & Self-Development – 1 credit

Safety – 1 credit

Tennessee Promise

If you are currently a high school student, the Tennessee Promise program may be available to help you pay for The QuILTSS Workforce Development program at one of our participating institutions.

Tennessee Promise is both a scholarship and mentoring program focused on increasing the number of students that attend college in our state. It provides students a last-dollar scholarship, meaning the scholarship will cover the cost of tuition and mandatory fees not covered by the Pell grant, the HOPE scholarship, or the Tennessee Student Assistance Award. Students may use the scholarship at any of the state’s 13 community colleges, 27 colleges of applied technology, or other eligible institution offering an associate degree program.

While removing the financial burden is key, a critical component of Tennessee Promise is the individual guidance each participant will receive from a mentor who will assist the student as he or she navigates the college admission process. This is accomplished primarily via mandatory meetings that students must attend in order to remain eligible for the program. In addition, Tennessee Promise participants must complete and submit eight (8) hours of community service per term enrolled, as well as maintain satisfactory academic progress (2.0 GPA) at their respective institution.

Tennessee Reconnect

If you are an adult looking to go back to college or begin your college journey for the first time, the Tennessee Reconnect program may be available to help you pay for The QuILTSS Workforce Development program at one of our participating institutions.

Tennessee Reconnect is the State of Tennessee’s initiative to help adults enter higher education so that they may gain new skills, advance in the workplace, and fulfill lifelong dreams of completing a degree or credential. The Tennessee Reconnect Grant is a “last dollar” grant that pays the remaining balance of tuition and mandatory fees after other state financial aid and Pell Grants have been applied. This grant is available for students who want to pursue technical certificates or associate degrees.

Badge Assessments

12 Competency Badges = 1 QuILTSS Badge

After learners complete the coursework and prove proficiency on the summative assessment, a badge is earned. These micro-credentials represent what you know and can do to employers and the persons you support. 

Upon successful completion of the course and demonstration of your competence, you will be given a pin which you can wear on your uniform, attach to a name tag or proudly display. 

Once you have earned all twelve competency badges, you will earn your full QuILTSS credential. 


For Institutions

Attention Tennessee Community Colleges and Colleges of Applied Technology!

The QuILTSS Institute is currently seeking partner institutions to serve the State's direct service workforce, which equates to nearly 60,000 potential learners.

The Curriculum

The 12-course, competency-based curriculum is designed to equate to 18-credit hours and be completed in just three semesters. Embed the QuILTSS program into a new or pre-existing associate degree or award a post-secondary certificate.
